Introduction

The Third General Council Meeting was held from 1-2 October 2003 in Seoul, Republic of Korea. Since then, LOGOTRI organized three training workshops, country reports on local government systems from various countries and preparation of training manuals of women in local government. The LOGOTRI is organizing this General Council Meeting in conjunction with the UNESCAP workshop on Pro Poor Public-Private Partnerships. Now it is time to review what we did perform in the past and decide what LOGOTRI should do in the future.

 

Objectives of the General Council Meeting

The objectives of the General Council Meeting are:

 

1.    To review both operational and programme activities undertaken by LOGOTRI since the Third General Council Meeting, held in October 2003 in Seoul, Republic of Korea

2.    To determine its future strategies and activities for 2005-2006

3.    To elect new officials of LOGOTRI for next term

Participation

Participants at the General Council Meeting should be highest-level policy makers (executive directors, director generals, presidents, general managers etc.) of LOGOTRI member institutes.  Participants should be able to make decisions and commitments on behalf of their institutes at the General Council Meeting. Due to financial constraints, the same person from member institutes will participate in the UNESCAP workshop and LOGOTRI General Council Meeting. Members are requested to nominate the participants from their own institutes.

 

Attendance at the Workshop and at the General Council Meeting is open to those LOGOTRI members whose membership is current and paid up to date - this means that they have paid their LOGOTRI fees up to (and including) the 2004 fees. Where members have not paid their 2004 fees (or those for any other years), they will be required to show evidence that they intend to pay all outstanding fees by cheque or bank draft at the time of the General Council Meeting in Colombo - a signed letter stating this intention should be attached to their application to attend. Where a member may be facing temporary financial difficulty, they should attach a signed letter (outlining their situation and a commitment of when they will pay all outstanding fees) with their application to attend. Current financial status and/or the commitment to pay all fees in the near future will be taken into account when selecting institutes for supported attendance.

 

It is expected that representatives of supported LOGOTRI members will attend all sessions of the Workshop and will attend all sessions of the General Council Meeting.

 

pre-meeting preparation

Each participating institute is invited to submit one or more initiating briefs on workshops/seminars and/or research studies that they want LOGOTRI to undertake in 2005-2006.  The guidelines for preparing initiating briefs are attached.  All initiating briefs must be submitted by 10 October 2004.

Criteria for Selection of LOGOTRI activities

Each member will be provided with 3 LOGOTRI Workshop/Seminar Dollars and 1 LOGOTRI Research Dollar that they can use to prioritize activities that they want LOGOTRI to undertake in 2005-2006.  The three workshops and one research study receiving the most LOGOTRI Dollars will be deemed as selected for inclusion in the LOGOTRI work programme 2005-2006.  After selection of activities, the lead and host institutes will be selected.

Nomination procedure, travel
and accommodation

Participants are required to complete the attached nomination form and return it to the LOGOTRI Secretariat by 4 October 2004.  As mentioned earlier, this meeting is organized in conjunction with the UNESCAP workshop. UNESCAP will invite most, but not all, member institutes to the workshop (through a separate invitation). UNESCAP will pay the airfares and daily subsistence allowance (DSA) at UN established rates for their invitees only for the duration of workshop. LOGOTRI will bear the airfares of only those participants from members that are not invited by UNESCAP and who have paid their membership fees up to the year 2004. Please note that LOGOTRI will not bear the airfares of those members that have not paid their membership fee up to the year 2004.  As the host institutions, Sri Lanka Institute of Local Governance (SLILG) and Sri Lanka Institute of Development Administration (SLIDA) will provide the accommodation, food and local transport for the duration of the General Council Meeting only for the selected participants. We recommend that participants bring additional funds to meet the incidental expenses such as laundry, snacks, telephone, faxes etc. 

 

Participants, whose nominations are accepted, will be requested to purchase their round-trip air-tickets to Colombo, Sri Lanka.  They will be reimbursed in Bank Drafts of US Dollars in Colombo, Sri Lanka upon submission of original receipt of purchase of air-ticket.  No reimbursement will be made without submission of original receipt.  Selected participants are urged to make reservations for their air travel to Colombo, Sri Lanka as soon as possible.

 

Participants to the General Council Meeting are expected to arrive on 26 October 2004 and depart on 29 October 2004.  Participants attending both the Workshop and the General Council Meeting are expected to arrive on 24 October 2004 and depart on 29 October 2004.

 

Participants will be received at the airport by the staff of SLIDA/SLILG, after immigration and customs formalities.  SLIDA/SLILG will have a welcome/reception desk with  “LOGOTRI/UNESCAP” written on it immediately before the main passenger exit at the airport.

Venue and dates

The participants will be housed in two nearby hotels in Colombo namely HOLIDAY INN and GALLE FACE HOTEL. The workshop from 25 –27 October 2004 will be held at Galle Face Hotel. The General Council Meeting on 28 October 2004 will be held at Holiday Inn. The other relevant information will be sent you later.

 

Working language and documentation

The language of the meeting and the seminar will be English. No translation or interpretation will be provided.

Climate

The weather is wonderful in Colombo in late October with average temperature at about 25 Degrees Celsius. It’s also fairly dry, but there will be some rain.

Immigration and health requirements

Participants are required to obtain appropriate entry visas to Colombo from the nearest Sri Lankan Embassy or Consulate in their countries immediately upon receiving confirmation of their participation.  Particulars for both immigration and health requirements may be obtained from the airlines with which participants will travel.

 

As acquiring visa for Sri Lanka from some countries can be difficult, SLIDA/SLILG will request the Ministry of Foreign Affairs of Sri Lanka to request its embassies to expedite visa issuance. 

 

Participants are therefore urged to submit their nomination forms as soon as possible so that the required information is sent to the Ministry of Foreign Affairs well in time.

Financial and administrative arrangements

UNESCAP, LOGOTRI and SLIDA/SLILG will assume responsibility for only airfares, food, accommodation and local transport, for financially sponsored participants.  They will not assume responsibility for costs such as:

1.    All expenses in the home country incidental to travel abroad, including expenditure for visa, medical examination, other such miscellaneous items and internal travel to and from the airport of arrival and departure in the home country.

2.    Salary and related allowances for the participants during the period of the workshop and meeting.

3.    Cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the workshop and meeting.

4.     Compensation in the event of death or disability of participants in connection with attending the workshop and meeting.

5.    Any loss or damage to personal property of participants while attending the workshop and meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants.

6.    Any other expenses of a personal nature.

Foreign Exchange

Participants may bring travelers’ cheque or bank notes in US Dollars with them that can be exchanged for Rupee at the prevailing exchange rates. The current exchange rate is approximately US$ 1 = 102 Rupee.  Please note that the exchange rate is subject to change.
